BANGSAMORO HISTORICAL NOTES

MNLF LEADERSHIP GRAND SUMMIT JANUARY 2016

CHAIRMAN NUR MISUARI CALLED FOR PEACE, JUSTICE AND FREEDOM

The leadership of the Moro National Liberation Front (MNLF) under Chairman Prof. Nur Misuari called for peace, justice and freedom of the oppressed Bangsamoro people under Filipino-occupied Mindanao, Sulu and Palawan (MINSUPALA).

This was the highlight of the recently concluded MNLF Leadership Grand Summit held in Indanan, Lupah Sug, from January 8-10, 2016. The gathering was attended by the different political, military and religious leaders of the different MNLF state committees all over Mindanao, Sulu and Palawan (MINSUPALA), including different MNLF chapters from Metro Manila. The more than 10,000 attendants also included the different gausbaugbug (solid mass supporters) women, professional and youth sectors from all over the Bangsamoro homeland.

The patriarch of the Bangsamoro people’s revolution, MNLF Chairman Misuari exhorted the general assembly to remain steadfast to the sacred cause of the MNLF-launched Jihad Fi-Sabilillah to attain just and lasting peace. He underscored the moral advocacy of the MNLF to struggle and establish peace in the Bangsamoro homeland as a great legacy to the people and to the future. He emphatically emphasized the commitment of the MNLF to peace as “final, unalterable and irrepressible” as he also underscored that the Bangsamoro people hate the destruction, inhumanity, barbarism and catastrophic consequences wrought by genocide war.

He impressed upon the multitude of MNLF members, the Mujahidin and Mujahidat, and the youth and professionals to carry on the historic struggle by any peaceful and possible means to honor the Moro forebears and modern-day martyrs, who sacrificed everything in life for the sake of survival and national self-determination.

PUIC CONFERENCE IN BAGHDAD, IRAQ, JANUARY 24-25, 2016

In the 3-day MNLF Grand Summit assembly, Chairman Nur Misuari also informed the Bangsamoro participants about the invitation of the Parliament Union of the OIC Member States (PUIC) conference scheduled to be held in Baghdad, Republic of Iraq, from 24-25 January 2016. The official invitation was extended to him by Secretary General Prof. Dr. Mahmud Erol Kilic of the Parliamentary Union of the OIC member states. The PUIC officially recognized the MNLF-Bangsamoro People’s National Parliament (BPNP) as ‘Permanent Observer’ of the OIC parliament organization. This is similar to the ‘Permanent Observer’ status granted by the 57-nation Organization of Islamic Cooperation to the MNLF, making Chairman Nur Misuari as the official spokesman of the Muslims (Bangsamoro people) of Mindanao.

The Bangsamoro People’s National Parliament of the MNLF was accepted into the parliamentary fold of the PUIC under the chairmanship of the deceased Chairman Shariff Zain Jali, who is now succeeded by Alim Bashir Sidri.

Together with MNLF Chairman Nur Misuari, the present MNLF-BPNP Chairman Alim Bashir Sidri is expected to attend the Baghdad PUIC conference.

MNLF-OIC-GRP TRIPARTITE MINISTERIAL COMMITTEE MEETING IN JEDDAH, KSA, JANUARY 25-26, 2016

On the historic occasion of the MNLF Leadership Grand Summit gathering, the MNLF Chairman also briefed the general assembly of MNLF officers, members and different sectoral representatives of the Bangsamoro people regarding the holding of the Tripartite Ministerial Committee, composed of the Moro National Liberation Front (MNLF), Organization of Islamic Cooperation (OIC) and Government of the Republic of the Philippines (GRP), in Jeddah, Kingdom of Saudi Arabia, from January 25-26, 2016. MNLF Chairman Nur Misuari was invited by the OIC General Secretariat to attend the 2-day Tripartite Ministerial Committee meeting. The invitation extended to him was signed by Ambassador Abdullah A. Alim, OIC Assistant Secretary General for Political Affairs.

Upon the recommendation of the OIC fact-finding mission to Mindanao in 2001, the MNLF-OIC-GRP Tri-Partite Ministerial Committee was established during the presidency of Gloria Macapagal-Arroyo. It was tasked to review the correct implementation of the September 2, 1996 MNLF-OIC-GRP Jakarta Peace Agreements. However, the Arroyo government kept on delaying the delicate tasks of the tri-partite committee and never succeeded in correctly implementing the 1996 peace agreement. On the contrary, the Arroyo administration proceeded to unilaterally implement the 5-province Autonomous Region in Muslim Mindanao (ARMM), thus, only upgrading the 4-province ARMM created arbitrarily by the government of President Corazon C. Aquino.

The ARMM turned out to be only the “cheating capital” of Philippine elections according to the Philippine media. It also registered only a “failed experiment” to the present Aquino government that decided to conduct peace talks with Alhaj Murad Ebrahim-led Moro Islamic Liberation Front (MILF) in forging the Bangsamoro Basic Law (BBL).

It is now noted that the BBL, which has been transformed by both Houses of Philippine Congress into ‘Basic Law of Bangsamoro Autonomous Region (BLBAR)’, is unsure to be passed into law. Nonetheless, the Philippine Congress substitute bills – HB5811 and SB2894 – have been criticized by some quarters as only envisioning a future Bangsamoro into a local government unit. It is simply seen that the Philippine Congress unilateral version of BBL is just “inferior” compared to farcical ARMM.

On the positive success of the 1996 Jakarta Peace Agreements or ‘Final Peace Agreement (FPA) to finally solve the decades-long Filipino-Moro war in Mindanao, Chairman Nur Misuari took the opportunity during the 3-day MNLF Leadership Grand Summit assembly to appeal to the United Nations (UN), Non-Aligned Movement nations, European Union (EU), Non-Government Organizations (NGOs), individual peace advocates and organizations, revolutionary forces and all peace-loving humanity to extend wholehearted support to the MNLF-OIC-GRP Tri-Partite Review Committee meetings to expeditiously achieve durable and lasting peace in war-torn Mindanao.

The presence of the MNLF-Bangsamoro People’s National Parliament Chairman Alim Bashir Sidri, Secretary General Ustaj Murshi Ibrahim, Foreign Affairs Secretary General Ustaj Abdulbaki Abubakar, MNLF Islamic Court Chief Justice Ustaj Abu Harris Usman, Lupah Sug State Revolutionary Committee Chairman Alhaj Khaid Adjibun, respective chairmen of the different state revolutionary committees, MNLF-Bangsamoro Armed Forces (BAF) national and regional officers, and the different heads of the Bangsamoro sectoral groupings contributed tremendously to make the MNLF Leadership Grand Summit a successful historical affair. –osm, mnlfnet.com
