DECLARATION

 

 


We, the military commanders, officers and recognized Christian and Highlander leaders of the Moro National Liberation Front (MNLF), in a historic National Assembly Meeting  at Marbel, Koronadal City, Province of South Cotabato, South Philippines, would like to declare to all peoples of  the world, our unified consensus and resolution, to wit:

 

1. We are committed to the strategic goals of the Moro National Liberation Front (MNLF) and we are proud to once again reaffirm our unquestionable loyalty and solid trust in the leadership of H.E Prof. Nur Misuari as our paramount leader and Chairman of the Central Committee of the MNLF;

 

2. We will struggle for the ultimate realization of the United Nations Resolution No. 1514, issued on December 14, 1960, over our colonized ancestral homeland of Mindanao, Basilan, Sulu, Tawi-Tawi, Palawan, North Borneo (Sabah) and all its islands. Such UN Resolution calls for “The granting of independence to all colonized countries and peoples of the world.”

 

3. We urgently call upon the UN and its Committee of 24 on Decolonization to send their fact-finding team to our ancestral Homeland to see for themselves our legitimate clamor for national self-determination and the indivisible unity of the Tri-people here, such as, the Muslims, Christians and the Highlanders;

 

4. We strongly call upon the United Nations and its instrumentality such as the UN High Commission on Refugees to immediately intervene in the matters of mass deportation by the Mahathir regime of Malaysia of our Bangsamoro refugees from our people’s territory in Sabah. This brutal act of the Malaysian authority, coupled with their abuses of our women and  children, is tantamount to waging war against our people;

 

5. We strongly urge the United Nations General Assembly to condemn this  inhumane, barbaric and atrocious mass deportation of Bangsamoro refugees, who in the first place have historic, legal and sovereign rights to dwell in that  territory. Surely, the Mahathir regime has violated all international covenants, conventions and protocols, most particularly the 1951 Geneva Convention (the convention relating to the status of the refugees), the Universal Declaration of Human Rights, the Islamic Universal Declaration of Human Rights as well as the Vienna Declaration of 1993;

 

6. We strongly support the MNLF leadership under H.E. Dr. Nur Misuari, along with the Sultanate of Lupah Sug and North Borneo, to pursue vigorously our movement’s and people’s claim of sovereignty and proprietary rights over Sabah in the International Court of Justice in Hague, believing, as we do, that Sabah is an integral part of our ancestral homeland;

 

7. We strongly urge the community of sovereign nations, especially the Islamic world, to give justice to these pathetic Bangsamoro refugees, over half million of them, who sought refuge in Sabah decades ago to escape from the misery of the independence war in Mindanao; and we also urge the same to give justice to our people’s struggle for peace, freedom, development and self-determination;

 

8. We strongly call upon the Philippine government under President Gloria Macapagal-Arroyo to release immediately and unconditionally H.E. Chairman Nur Misuari. He is a UN Peace Awardee and signatory to the 1996 Peace Agreement and his continued detention at Fort Sto. Domingo, in Sta. Rosa, Laguna is illegal, unjust and violative of His Excellency’s Human Rights. When refouled from Malaysia in January this year, he was—and still is—an “internationally protected person,” an inviolable right guaranteed by the 4th Geneva Convention to which both Malaysia and the Philippines are signatories.
