The Comeback of Nur Misuari

By: JOHN REMOLLO PETALCORIN
MNLF Director for Advocacy Communication

UN Peace Prize Awardee and Nobel Peace Laureate Nominee PROF. NUR MISUARI is back!

WHERE WAS HE FOR THE PAST TEN YEARS?

In March 2001, the Arroyo Administration of the Government of the Republic of the Philippines (GRPH) suggested to Nur Misuari that MNLF should democratize and have a Central Committee to handle different aspects of the projects in Mindanao for a speedy implementation of the 1996 peace agreement. The suggestion was accepted by MNLF Leader Nur Misuari in good faith and he formed this 15-man council. Nur never thought that the suggestion was a Trojan Horse. Using an element of surprise, the 15-man members of the Central Committee swiftly executed a "Hostile Organizational Takeover" on the leadership of Nur Misuari over the MNLF on 27 May 2001. It was a treacherous take over.

Signing of the draft of the amendatory law, R.A. 9054. Indonesian Embassy. 10 Dec 2010

In that sad moment of takeover, Nur Misuari woke up one morning with a sad news that the 15-men Executive Council of the MNLF Central Committee that he appointed had conspired overnight to declare him incompetent. After that, the 15-men council stage-shown a terroristic attack and pointed their fingers on Nur Misuari, which gave the Department of Justice of the Arroyo Administration a reason to issue his arrest warrant.

THE FRAME-UP

Nur Never NEVER NEVER NEVER turned "postal" in his entire leadership in the ARMM after the signing of the 1976 Tripoli Agreement. In 2001, the Arroyo Administration took over the National Government from Estrada with the help of the MILF, bombings here, bombings there. Immediately upon sitting on the throne, she wanted to remove ARMM Governor Misuari and have him replaced by her puppet. Nur's post was turned over temporarily to Isnaji, an appointee of President Arroyo.

Despite taking over ARMM, GMA still have one problem - the MNLF. She knew that she could not smoothly corrupt the ARMM using the MILF if MNLF is still strong. So what she did was bribe all the members of the MNLF Central Committee to conspire Nur Misuari. One morning, Nur was susprised with the news that the MNLF Central Committee has declared him "incompetent" and yet he is being eleveated by these conspirators to the position of Chairman Emeritus (a position usually given for VERY old retired chairmen). Nur was shocked.

GMA never had enough. In line with her Strong Republic slogan, she decided to capture ALL members of the opposition. She used again the MNLF Central Committee to stage-play a violence in coordination with the MILF and launch a malicious propaganda that it was Nur who is making trouble (their term is "Postal"). But the truth is, Nur has nothing to do with any violence during that time. Naturally since it was a stage play, the DOJ searched all houses where Nur resides (being rented by the national government for Nur) and they planted illegal drugs as evidence against Nur. They also lodged him with a case of rebellion. Nur went into hiding and attempted to exit the backdoor. When he entered Malaysia, the Malaysian authorities arrested him and he was extradited to Philippines.

As a result, Nur became a political prisoner of GMA from 2002-2008, just like anyone else like Erap, Trillanes, Satur Ocampo, and many more. That is the truth.

RUNAWAY FROM PERSECUTION

Nur Misuari tried to seek sanctuary and escaped the Philippines through the backdoor but was captured in Malaysia. Nur Misuari, the Leader of the MNLF, a UN Peace Price Awardee and a Nobel Peace Laureate Nominee became a political prisoner of the Arroyo Administration from 2002 until he was exiled to Jeddah in 2008.

For the period 2001-2010, the demon-possessed MNLF led by this 15-men council allied with other groups specifically the MILF, Abu Sayyaf, and the AFP. During the reign of the 15-men council of the MNLF, these groups, which the UN noted as violators of human rights, hasteam-played their tactical cooperation in sowing terror in Mindanao, in protecting the illegal loggers and land grabbers, in corrupting the funds of the ARMM, and stopping the economic development projects in Mindanao to maintain a good pool of vulnerable population that they can exploit. Nur was watching these catastrophic things unfold and tears of the nationalist just flow like stream from his eyes, yet he can't do anything about it because he is maltreated as a political prisoner in his homeland Philippines.

From 2001 to 2010, while the true MNLF Leader Nur Misuari was persecuted by the Arroyo Administration, the number of empoverished families in Mindanao doubled from 1 million to 2 million. While they sit on power and rub elbows with the Arroyo Administration, the 15-men council who took over MNLF kept on brainwashing the mind of the people that it is Nur Misuari that should be blamed for these miseries.

THE MALICIOUS PROPAGANDA THAT NUR WAS A CORRUPT ARMM GOVERNOR

The most malicious propaganda that the Gloria Macapagal Arroyo regime used against Nur Misuari was a publicity that he corrupted the government and OIC funds for the ARMM during his term as governor of the ARMM from 1996-2001. I was asked to comment about this and I have a short quick answer.

The Arroyo Administration did not file any corruption case against Nur because they know there is no money to run after a man who lives in frugality who rides jeepney and live with relatives when on travel. They did found a way to pin him down with fabricated allegation of planted evidence of illegal drugs and political persecution on rebellion. The Arroyo Administration never filed a single cases against Nur that has something to do with allegation of him raking in money MONEY from the ARMM fund, primarily because they know that Nur has no money because he did not steal.

The allegation that Nur corrupted ARMM money is a mere political propaganda of the enemy. Nur Misuari is self-reliant and lives a frugal lifestyle.

However, there was a period in time when Nur was governor of ARMM that he and his family was made to live in first-class hotels in Metro Manila. The Philippine national government spent for that arrangement because Nur has no residence in Metro Manila and the GRPH has scheduled him to series of speaking engagements (about the ARMM) in Metro Manila and anywhere in the world to convice the whole world that Mindanao is at peace and encourage investing in Philippines. The expensive hotel residency was the idea of the GRPH who handles the funds and schedule for Nur's activities, and it is the GRPH who implemented the idea. Nur did not like the hotel living because he finds it contrary to a lifestyle of frugality that he is used with, but the GRPH insists that he reside in expensive hotels. I even personally know that there was a real estate broker who helped Nur Misuari find a cheaper house for rent in Metro Manila as an alternative to the hotel, but the transaction did not push through because of discrimination against Muslims -- the Christian owner of the house refused to have it rented to a Muslim.

SIMILAR CASE IN THE PAST

The strategy of "Divide and Conquer" is a commonly used tactics of the GRPH in its battle against any group it considers as insurgents. This 2001 hostile takeover by the 15-men council is the second time that the GRPH succeeded in creating a faction in the MNLF.

The first time was in 1975 when some leaders of the MNLF separated themselves from the egalitarian idology of the MNLF and formed their own group called "New MNLF", which later became Moro Islamic Liberation Front (MILF).

It should be made clear that MNLF and MILF differ in ideology. While the MNLF respects the differences of peoples religion and ethnic origins, the MILF believes that Mindanao should become an Islamic State.

During the period 2001-2010, while Nur Misuari is prisoner, the demon-possessed MNLF bahaved like an MILF because the 15-men council used the MNLF to collaborate tactical operations with the MILF, which scared the Christians and Lumads.

NEW ADMINISTRATION, NEW HOPE

A new administration won the 2010 election and the Philippines have a new President, Noynoy Aquino who is a son of the late President Cory Aquino. He assumed office in July 2010. Looking back at history, it was President Cory Aquino who softened the young warrior's heart of Nur Misuari in 1987 when she humbly visited the latter in his stronghold hometown of Sulu to personally express her commitment to the peace process (very unlikely act of a President).

If I may speak for the MNLF under the leadership of Nur Misuari, I can sense the sincerity of President Noynoy Aquino to pursue peace and progress in the Bangsamoro Land. We are hoping that President Aquino will align the the GRPH with the economic programs of the MNLF that protects the self-determination of the Bangsamoro People.

MNLF IS NOW UNDER ORIGINAL LEADERSHIP BUT NEW DEVELOPMENT-ORIENTED THINKTANKS

In July 2010, the peace-pillar Nur Misuari is back in business and MNLF has been reorganized and revived. The true MNLF under the able leadership of Nur Misuari appointed new set of Directors in key positions of the MNLF, many of them are Christians with similar egalitarian ideology as Nur's.

The MNLF contains no political bitterness. Nur Misuari and the MNLF considers each member of the Bangsamoro people as brothers and sisters, even including those who have histories of betrayal.

With Nur Misuari taking back the helm of MNLF, the GRPH-MNLF Negotiation has been revived and the two initialled the common grounds to amend some points in the ARMM Organic Act (see photo of GRPH and Nur Misuari of MNLF brokered by the OIC). The Organization of Islamic Conference (OIC) recognizes the MNLF as one of its observer-member Nation since 1977 and they only recognize the Nur Misuari as Chairman of the MNLF.

ONE MNLF

With the painful lessons the MNLF learned in the past, it will upgrade its organizational structure and level-up to a nationwide reorganization program . In the reorganization, each member of the MNLF will be assigned a specific dual position in the Bangsamoro Autonomous Government and Bangsamoro Corporation that will be formed with the love of the OIC-member countries. The reorganization of the MNLF will focus on the members' adherence to a "ONE MNLF", and below is what each member has to sign.

MNLF members believe in a common HISTORY. The Sultanates in the Bangsamoro Land is an older Sovereign State than the Philippine Republic. The 1935 Commonwealth Constitution of the Republic of the Philippines ILLEGALLY annexed the Bangsamoro Land as part of the Philippine Republic. Bangsamoro Land covers the territories of Mindanao, Sulu and Palawan. Despite of the colonial attempts of both Spanish Conquestadores and the American Colonizer, the Muslim Bangsamoro people in its homeland has remained unconquered and uncolonized up to this date.

MNLF members believe in a common IDEOLOGY. As a Bangsamoro, I believe in Egalitarianism State, wherein people should be treated as equals. There should be no discrimination in terms of opportunities, rights, freedom, and social responsibilities regardless of differences in culture, race, ethnic origin, citizenship, religion, social status, age, gender, and even educational attainment. The mortal enemy of the egalitarian is Plutocracy (power based on wealth) and Oligarchy (power rests in a few people in an inner circle such as the concept of Islamic State of the MILF).

MNLF members believe in a common IDENTITY. Bangsamoro is a term that includes Muslims, Christians, and Lumads whose ethnic origin is from Mindanao, Sulu or Palawan. I am a Bangsamoro by choice.  I join the Moro National Liberation Front (MNLF) in my own free will and eagerness. As a member of the MNLF, I support its objective to protect the freedom and human rights of the Bangsamoro people and defend the sovereign rights and territorial integrity of its homeland.

MNLF members believe in a common COMMITMENT. There is only one MNLF and it is the one founded by Nur Misuari in 1969. Nur Misuari is the Founder and Leader of the MNLF. Legitimate succession of MNLF leadership is through conspicuous appointment by the Leader. I will support the missions of the MNLF organization including its political, military, and commercial components. My position in the organization of the MNLF is a result of my personal choice and I will work hard to train and study to continuously improve my knowledge, skills, and expertise in my chosen position. I will assume another position in the MNLF only with the written approval of the MNLF Leader. In the principle of Patriotism, I will sacrifice my life if necessary to accomplish my mission in the MNLF.

THE LEGITIMATE MNLF LEADERSHIP

The Government of the Republic of the Philippines (GRPH) and the Organization of Islamic Conference (OIC) of the United Nations will only talk/deal with Nur Misuari regarding Mindanao Peace Agreement. All other groups outside the control and supervision of Nur Misuari are not to be entertained by the GRPH and OIC.

So, don't waste your time dealing with other groups such as the 15-men council who insist they are still the Central Committees representing the MNLF. If they are not following the leadership of Nur Misuari as Chairman of the MNLF, they are out of the picture now since July 2010.

Regarding the MILF, as of July 2010, under the new Aquino Administration, the GRPH appears to have gone cold-hearted on the motivation to continue its peace talks with the MILF. According to the Tripoli Agreement of 1976, the MNLF is the sole representative of the Bangsamoro people. If the MILF is sincere, they must come back to the MNLF so they will enjoy the fruits of the peace between MNLF and GRPH, and also enjoy the benefits of the MNLF Economic Development Program.
